In December of 1979 the Carl Albert State College Development Foundation was established to secure private funding to build a dormitory for Scholars, build an endowment fund for scholarships, and an enrichment program for students and faculty. By the spring of 1984, the foundation had raised almost $200,000 for the building fund. The first 36 Scholars moved in the Bill J. Barber Scholars Center in August of 1985 with an additional 40 Scholars moving into the W.D. Hoffman Scholars Center after completion in August of 1987. In August of 2009 the number of Scholars was increased to 100 and the Dr. E.A."Jack" Gedosh Center was also designated as housing for Scholars.

The aim of the Human Endowment/Scholars Program is to provide a permanent endowment to produce annual income of $50,000 to totally fund one-half of the meal costs of the one hundred Scholar Center residents. Funding has been, and continues to be, provided through private contributions from individuals, business, civic clubs and organizations. The college's faculty and staff also provide substantial contributions to the Scholars Program.
Each Scholars Program student is “adopted” by an individual(s) who contribute toward the student’s scholarship. The Adopt-A-Scholar sponsors are actively involved in the program and cultivate personal relationships with the students. CASC and the Development Foundation provide students selected for the Scholars Program with a scholarship package that includes dorm room, 16 hours of tuition per semester, and one-half of the meal costs. Books are included with a 28 or higher ACT score.
Essentially, the only costs remaining are books, student activity fees, one-half of the meal costs, and personal expenses. Students selected for the Scholars Program should apply for state and/or federal assistance programs since they may be eligible for such in addition to the Scholars Program scholarship.
Continuance in the program is dependent upon maintaining a 3.0 GPA and completing 30 semester hours per academic year. These requirements will be monitored periodically to ensure compliance.
The application process is open to high school seniors only. Scholars Program recipients must be single and non-parent. Scholarship applications are available during the fall semester. The application deadline for the Scholars Program is February 15.

The CASC Scholars Program Selection Committee, chaired by the President of CASC, will evaluate the objective criteria section of each student’s application in order to select finalists. Applicants will be notified of their status by mail.
Finalists will be invited to CASC for an interview with the Selection Committee. Selection is based on the following three criteria: Academics-50%, Interview-30%, and Leadership (including community involvement and extra-curricular activities)-20%.
Following the interview, the Selection Committee will make final selections for the Scholars Program. During the April enrollment period, recipients must pre-enroll for the following fall semester as a full-time student.
Non-finalists will be considered for CASC tuition waiver scholarships based on ACT score and class rank and will also be considered for CASC dormitory scholarships.
